Who is NTE, NTE 35W, and LBJ?
The North Tarrant Express (NTE) was the first design-build-finance-operate-maintain managed lanes project in Texas and consisted of the complete reconstruction of 13.3 miles of the existing I-820/SH-183 corridor between Dallas and Fort Worth. Since opening in October 2014, nine months ahead of the contracted completion date, the general highway lanes are experiencing a 70% decrease in congestion time and a 15% increase in average speed. This Cintra-led project has doubled capacity and significantly improved mobility along this heavily congested corridor that traverses the heart of six cities through Northeast Tarrant County.
The North Tarrant Express 35W (NTE 35W) project spans 16.8 miles from I-30 in downtown Fort Worth to Eagle Parkway at the north end of Alliance Airport. The project is operated and maintained by the Cintra-led consortium in North Texas. This project has improved mobility by adding additional road capacity through a combination of general highway lanes and continuous frontage roads, along with tolled express lanes that use variable pricing to keep traffic moving.
The LBJ Express (LBJ) is currently the largest P3 operation in Texas and one of the largest ever undertaken in the U.S. It is a regionally-significant transportation improvement project in North Texas that is relieving severe congestion in the dense urban area of north Dallas. In 2009, the Cintra-led consortium was selected to complete the design, construction, finance, operation, and maintenance of the project along I-635 and I-35E. Since opening in September 2015, the general highway lanes are realizing a 60% decrease in congestion time and a 10% increase in average speed.

Job Description:
The Senior Operational Data Analyst, as a member of the Operations Department is responsible bringing operational efficiency for day-to-day roadway operations and identifying trends and patterns for growing our business at LBJ, NTE, and NTE3 highways. The ideal candidate requires to have competency in data analysis, quality, design and project management to ensure optimal lifecycle renewal, operational efficiency, and asset maintenance strategies for the assets of the highways. The individual will report to the Operations Manager and will work closely with the LBJ’s and NTE’s COOs, senior management team, engineers and employees, and external parties (contractors and consultants). The individual will have an Operations Trainee as a direct report and will be responsible for supervision of Operations Trainee.
Essential Duties and Responsibilities:

Oversee asset management tool (Salesforce) and other tools and systems (GIS, ESRI, data analytics platforms, etc.) according to the different Highway Operation works performed. Experience with CRM analytics is bonus.

Prepare detailed Operational reports and presentations to communicate findings and strategy recommendations to Senior Management.

Presentation of strategic concepts at quarterly reviews and with Cintra/Ferrovial leadership will be an important part of this role

Analyzes current conditions of each asset to determine their actual life expectancy during the remainder of the concession period and program/manage the required maintenance works which includes use historic operational and construction data and creating decision and deterioration models which helps in providing predictive maintenance strategies for highway operations

Ability to use traffic and incident data to perform traffic safety studies and identify potential safety and operational improvements. This includes ability to collaborate with different data platforms and provide insights using dashboards and presentation

Conduct market research in Highway and Operations industry to identify latest/innovative trends and technologies (Including AI Technologies) and successfully implement them to our current business needs.

Closely work with Traffic Management and Roadway maintenance team to understand their needs and deliver customized to drive solutions that drive business success

Facilitate process improvement initiatives for operational efficiency across the company in all areas to achieve strategic growth

Prepare the Renewal Work Schedule for each project on an annual basis and assists the COOs and the O&M Manager in the preparation of the annual maintenance forecast updates

Manages, coordinates and supervises maintenance works on the field, prepares lane closures, reviews workplans and coordinates with other activities, ensuring that best practices are applied in the performance on the works

Assists the Operations Manager in meetings and negotiations with different stakeholders (Texas Department of Transportation, Cities, main vendors and suppliers, etc.)

Prepares and submits all monthly, quarterly and annual reports required by contract or by our internal policy

Ensures full compliance with our technical requirements, especially contractual requirements

Actively promotes the safety of the department and the employees

Qualifications (Knowledge, Skills & Abilities):

Education & Experience:

Bachelor’s degree or master’s degree in industrial engineering or civil engineering or any field related to Operations

4-5+ years of experience in the Operations industry, highways construction and/or maintenance or technical department in a major infrastructure developer

Minimum of 2 years of experience in data analysis, with a focus on dashboard development and data visualization

Strong analytical skills and the ability to interpret complex data sets

Project Management and experience with coordination with multiple teams

Experience at technical office during construction projects is preferred

Previous experience in Texas market is desirable

Must possess and maintain a valid driver’s license
Computer Skills:
-
Must be able to demonstrate computer proficiency, especially within Microsoft Excel, Project, Word and Power Point, as well as PC based programs

Proficient in Microsoft Office Suite (Excel, PowerPoint, Access, Power Apps and PowerBI)

CAD and/or MicroStation experience

Salesforce (asset management tool) and ArcGIS experience desirable

Experience in data analytics including applicable software’s
