Job Description:
The position of Quality Manager is responsible for ensuring that the Quality Program is functioning and compliant within the scope of the project on behalf of the Developer.
Responsibilities
- Quality Acceptance and Quality Assurance Management responsibility as per Port Authority General Requirements
- Managing and ensuring Developer & Builder compliance with the Quality Control and Quality Acceptance Plan.
- Manage the resolution of quality related issues for all stages of construction, including the turn-over of each Work area, and ensure compliance with the requirements of relevant Project Documents.
- Review Design Builder’s QAQC program and that any changes they make to the QCP adheres to the Developers QAQCP.
- Ensure that the methods and procedures contained in the approved QCP are implemented and followed in the performance of the work.
- Develop QAQC processes and procedures related to the Project.
- Ensure that all Developer related entities including all Contractors and Suppliers participating in the D&C Work conform to the QCQAP.
- Open and manage NCR’s related to the Project. Manage the Developer initiated NCR’s, comment on closeout prior to closeout by Design Builder.
- Produce a monthly quality summary report which will include monthly performance, major issues, resolutions changes and recommendations for quality system improvements.
- Develop or assist with the development of Inspection and Test Plans.
- Review Inspection Procedures documentation and Inspection and Test Plans (ITP’s).
- Manage entities hired to perform Special inspections and special inspection program so that the construction progress is not impacted.
- Perform Audits to verify that quality processes are being adhered to.
- Attend coordination meetings with Design Builder and Port Authority.
- Train employees on quality processes
- Prepare/provide support towards the Monthly report preparation.
- Assess the Quality System of a bidder prior to award of any procurement package.
- Authority to stop work for quality-related issues.
Requirements
- Bachelor’s degree from an accredited university
- At least 10 years of experience including some relevant PANYNJ experience in a similar role,
- Ability to read, analyze, and interpret complex documents.
- Proficient personal computer skills including electronic mail, record keeping, routine database activity, word processing, spreadsheet, graphics, etc.
- Ability to prioritize, organize, manage, and delegate assignments.
Salary range $100,000-$200,000
